Rep. Cameron Henry, R-Metairie and chairman of the House Appropriations Committee, proposed the House budget that would cut health programs and TOPS funding.

The legislature is in the final days of its special session - and lawmakers are still working to finalize budget and tax bills for the coming fiscal year.
